I don't think so... but if you have a debit, you can use that online too.

This doesn't seem like spam. They are asking a legitimate question. I suppose it seems fishy because of the grammar but like they said, they are not from this country.

On topic, what country are you from and how could they not allow credit cards? Does PayPal accept this country? You should start off with them or something similar.

i don't think so .there are a lot of advantages in using credit card.even you maybe not use it in your country.
