The answer is Lucy because no matter the # you use for the ages, 1/3 is not a lot taken away.
Ex:
Say Nancy 10, to figure out how old Lucy is since Nancy is 1/3 of Lucy's age, Lucy would have to be 30 and Mary is 2 times Nancy's age which would make Mary 20.
Mary is 2 times Nancy's age: 10x2 , So Mary is 20
Nancy is 1/3 Lucy's age: so in order for Nancy to stay 10 you need to multiply 10 by 1/3 and you get 30, so Lucy is 30 which would make Lucy the oldest.
Nancy: 10
Mary: 20
Lucy: 30
Don't believe me, use any # for the starting age..will prove Lucy will always be the oldest..
