Is there a merchart provider which can offer both credit card and debit card service? That means my offiline business can both accept a credit card and debit card payment.

Most good payment processors will processess credit and offline ("signature") debit cards transactions. Many support online (PIN) based debit as well -- but you will need a PIN Pad. Unless you are selling porn, gambling, or phat pills, 8% is a super-high discount rate . . .
