Services are the HARDEST, just because there is no 100% proof. If it's an item, you can prove it by tracking codes. In this case, you can't really prove it for a service. That's why it's best to always take 50%, finish the job and take another 50%. Or HIRE someone who has good reputation for their work.

That's why i said make sure they are a reputable buyer/seller, so your always on the safe side.

There has to be another way. So can you never accept a PayPal payment proof someone that you aren't sure if they are reputable or not?

Sure you can, accept through other forms of payment. Paypal isn't the safest to use for services. There are other types of services that help sellers.

How can a seller recover funds when a chargeback occurs?

When a chargeback occurs, the money that is subject to the chargeback is deducted from PayPal's bank account. In turn, PayPal places a temporary hold on the same amount in the seller's PayPal balance (i.e., the funds related to the transaction are frozen).

The seller and PayPal can work together to investigate the chargeback with the buyer's credit card company. While the chargeback is being investigated, PayPal will debit the seller for the amount in question. If the investigation is resolved in favor of the seller with the credit card company, the credit card company will reimburse PayPal for the chargeback and PayPal will transfer the recovered funds back to the seller. Depending on the credit card company involved, the process may take up to 75 calendar days. In a dispute over a chargeback, the decision is ultimately made by the credit card company and PayPal cannot control the outcome.

The chargeback basically works like this:

1. You initiate dispute;
2. Your bank issues chargeback and money is debited from merchant's account;
3. Merchant can make a second presentment and money is then returned to merchant's account;
4. You instruct your bank to make 2nd chargeback;
5. Merchant cannot make another presentment. If merchant still does not agree, they must file an arbitration case with credit card organization.
6. Credit card organization decides outcome (99% of the time favorable to cardholder);
7. Loser in arbitration chargeback not only loses money (and if merchant the chargeback fee) but also the approx. $500+ arbitration fee.
