There are many prime issuers, Chase, Amex, Citi, BoA and others. I think a better question is which one has a product that serves your needs?

If an issuers gives you the card you need, with the CL you want and the terms your looking for, then that's the best for you. It could even be a subprime issuer. As long as your happy and your needs are met, that's the important part.
